Public Interest & Accountability


 Mr. Kwame Jantuah, Civil Society & Community-based Organisations   -  Vice-Chairman 
Mr. Kwame Jantuah is the representative of Civil Society and Community Based Organisations (CSO’s/CBO’s) on the Public Interest and Accountability Committee (PIAC) and currently serves as the Committees Vice Chairman. He specialised in Oil & Gas Law and works as a Consultant in the sector and has several years’ experience of providing consultancy services amongst others local content concepts including other governing laws of the industry for governments and the participation of indigenous local companies in the industry.

Mr. Jantuah is the CEO of African Energy Consortium Ltd, an indigenous Ghanaian company operating in the nascent oil & gas sector and also an Executive Director of Peace Petroleum Ltd, a Bulk Oil Distribution Company (BDC) licensed by the National Petroleum Authority (NPA) to import and distribute Refined Petroleum Products (RPP) and LPG to Oil Marketing Companies (OMC). In addition, Mr. Jantuah is a Commissioner at the National Development Planning Commission (NDPC) who have the responsibility of drafting Ghana’s 40-year Long Term National Development Plan. He is also a Technical Advisor to the Civil Society Platform on Oil and Gas and also a Senior Technical Advisor to the GOGIG/DFID program on building capacity in the governing institutions of the upstream oil and gas industry in Ghana.

His rich knowledge of the oil and gas industry in Africa has led him to undertake a number of consultancy services on the Continent including the drafting of the Implementation Strategy for Ghana’s Local Content Policy as the Ghanaian local consultancy partnering together with The Association of Caribbean Energy Specialists (ACES International). He also played a key role in contributing to the content of Ghana’s Petroleum Revenue Management Act (PRMA) between 2010 and 2011 and also reviewed Ghana’s Volta River Authority (VRA) Local Content Policy.

In other parts of Africa, Mr. Jantuah worked as a consultant in drafting a number of laws and policies guiding the petroleum industry. He provided advisory services on Tanzania’s Local Content Bill in 2012 and the Local Content Bill of Equatorial Guinea in the same year. In Liberia he served as the Consultant who reviewed and redrafted their Exploration & Production Law & National Oil Company Law NOCAL 2013 and was later selected as the consultant to draft their Revenue Management and Local Content Laws in 2014.

Mr. Jantuah also worked closely with Civil Society Organizations including the Natural Resource Governance Institute (NRGI) (Formerly Revenue Watch Institute), Civil Society Platform on Oil & Gas, ISODEC, the CWC Group – Organizers of the Ghana Oil & Gas Summit, Association of Ghana Industry (AGI) and Ministry of Energy & Petroleum to review and contribute to various laws that govern the oil and gas industry in Ghana at their bill stages. He has also conducted training sessions for several groups including journalists and civil society. He has presented papers at various conferences including CWC – Ghana Summit Oil & Gas Technical Session in 2013 on ‘Audit of Petroleum Taxes’, Association of Ghana Industries (AGI) Conference in Accra in 2012 on ‘Meeting Ghana’s Economic Challenge in the 21st Century with the advent of Oil & Gas-can we be Accountable & Transparent?’, Participated as one of the resource persons in a workshop on ‘Ghana’s Petroleum Revenue Management Act –Draft Implementing Regulations’. Elsewhere, Mr. Jantuah also presented at Equatorial Guinea – Oil & Gas Summit 2012 on the topic: ‘Tracking Transparency and Accountability in the Oil & Gas Industry in the Gulf of Guinea’ and at the CWC East Africa Oil & Gas Summit held in London in November 2012 on the ‘Legal Framework for spending Oil & Gas revenues in Ghana’. He also presented papers at the Legal Oil and Gas Summit in South Africa 2013 on ‘Laws governing the Oil & Gas Sectors a comparison ECOWAS and SADA’
